مشاركات محلية ودعم وطني تحرص “البحري” على تعزيز مشاركتها في الفعاليات المحلية والمعارض والمؤتمرات الوطنية، كان من بينها مشاركتها في أعمال الدورة الرابعة لمعرض القوات المسلحة لدعم التصنيع )، الذي أقيم نهاية شهر فبراير 2018 المحلي (أفد الماضي في مركز الرياض الدولي للمؤتمرات والمعارض، برعاية كريمة من خادم الحرمين الشريفين الملك سلمان بن عبدالعزيز آل سعود، وبتوجيهات من صاحب السمو الملكي ولي العهد نائب رئيس مجلس الوزراء وزير الدفاع الأمير محمد بن سلمان بن عبدالعزيز. على التزامها الراسخ حيال تطوير قطاع ً وتأكيدا ماسي في ٍ النقل البحري، شاركت “البحري” كراع “مؤتمر سلاسل الإمداد والخدمات اللوجستية”، الذي أقيم خلال شهر أكتوبر الماضي في العاصمة الرياض بتنظيم من وزارة النقل، تحت رعاية معالي وزير النقل الدكتور نبيل بن محمد العامودي الذي ً حرص على تكريم شركة “البحري”، ومنحها درعا بهذه المناسبة. ً تذكاريا لدورها في تعزيز أمن المملكة العربية ً وترسيخا السعودية وقدراتها اللوجستية، شاركت “البحري” في فعاليات “المعرض السعودي الدولي للأمن )”، الذي SNSR( الوطني والوقاية من المخاطر تم عقده في شهر نوفمبر الماضي بمركز الرياض الدولي للمؤتمرات والمعارض. حضور عالمي وأسطول واعد تهتم “البحري” بتعزيز حضورها الدولي وتعميق شراكاتها العالمية، وفي هذا الجانب شاركت “البحري” ” - المعرض 2018 في معرض “بريك بلك أمريكا الأكبر لبضائع المشاريع والبضائع العامة في قيم في مدينة هيوستن بولاية ُ الأمريكيتين- والذي أ تكساس في شهر أكتوبر الماضي، بهدف تعزيز تواجدها في أسواق الأمريكيتين، وتوطيد العلاقات مع شركات النقل البحري المتخصصة، ووكلاء الشحن، وشركات التصدير، وغير ذلك من العاملين في مجال صناعة الشحن والنقل. كما حرصت “البحري” على المشاركة في معرضي ،”2018 ” و”بوسيدونيا 2018 “بريك بلك أوروبا وهما من أكبر الفعاليات العالمية المتخصصة في مجال النقل البحري والخدمات اللوجستية، فريدة أتاحت ً منهما منصة ٍ إذ يشكل كل معرض لــ”البحري” فرصة إعادة التأكيد على مكانتها على الساحة العالمية والارتقاء بإمكانياتها الكبيرة، وذلك في سبيل رفع مستوى الوعي حول علامتها التجارية وتمهيد الطريق لتحقيق المزيد من النمو في المنطقة. ً في كوريا الجنوبية وتحديدا ً كما نظمت البحري أيضا في حوض موكبو البحري التابع لشركة هيونداي للصناعات الثقيلة في مقاطعة جنوب جيولا، وذلك لإعلان استلامها ناقلة نفط الخام العملاقة د” من هيونداي سامهو للصناعات الثقيلة، َ م َ “ع أكبر شركة مصنعة للسفن في العالم، في إطار استراتيجية الشركة التوسعية لأسطولها من السفن والناقلات العملاقة.

هـ، لتؤسس 1396 أنشئت الهيئة العامة للموانئ عام د وتدير الموانئ ّ منظومة عمل متخصصة تشي في ً استثنائيا ً السعودية بكفاءة عالية، ولعبت دورا تطوير أعمال التجارة البحرية الإقليمية والدولية ونقل زائري الأماكن المقدسة من الحجاج ً الركاب وخصوصا والمعتمرين. ويعتبر قطاع الموانئ في المملكة من القطاعات بالغة في دعم عجلة النمو ً مهما ً الأهمية والتي تؤدي دورا الاقتصادي في مجالات مختلفة، مما أكسب الهيئة أهمية قصوى كركيزة أساسية تعتمد عليها الدولة في إنجاز خططها التنموية المتعاقبة كونها العامل الرئيس في العملية التبادلية التجارية والصناعية بين المملكة ودول العالم. ف مجلة “مرساة” بلقاء معالي ّ وفي هذا الحوار، تتشر المهندسسعد بن عبدالعزيز الخلب رئيس الهيئة العامة للموانئ في حديث عن قطاع الموانئ بشكل عام واستراتيجة الهيئة للمرحلة المقبلة. يشرفنا التعرف عليكم من خلال سيرتكم المهنية، تحصيلكم العلمي، تدرجكم الوظيفي، بم تحدثوننا عن رحلتكم العلمية والعملية؟ بداية أشكركم على اختياري شخصية هذا العدد من مجلة “مرساة” وأنتهز هذه المناسبة لكي أبدي إعجابي بما تتضمنه المجلة من موضوعات متخصصة في ن الدور الإعلامي الذي تقوم به ّ الشأن البحري، وأثم لإلقاء الضوء على الإنجازات التي تحققها “البحري” في مجال النقل والخدمات اللوجستية على مستوى العالم. على ُ أما عن رحلتي العلمية والعملية، فقد حصلت درجة البكالوريوس في الهندسة الكهربائية من جامعة م، وبدأت 1992 الملك فهد للبترول والمعادن عام بالعمل في عدد ً عاما 25 مسيرتي المهنية منذ أكثر من من الشركات المتخصصة مثل شركة الإلكترونيات دت عدة مناصب ّ المتقدمة وشلمبرجير العالمية، ثم تقل للعمليات ً تنفيذيا ً قيادية في القطاع الخاص آخرها رئيسا في البنك السعودي البريطاني (ساب) وفي مجموعة وعدد من المصارف السعودية الرائدة، ثم HSBC انتقلت للعمل بالقطاع الحكومي حيث تشرفت بالعمل للهيئة العامة للموانئ. ً لوزير النقل، ثم رئيسا ً نائبا اليوم يعتبر موقع السعودية الاستراتيجي بين ثلاث قارات هو أحد محاور رؤية ً ولا شك أن للموانئ دورا 2030 المملكة في هذا المحور، كيف تترجمون هذا؟ ً كبيرا في ً مهما ً تؤدي الهيئة العامة للموانئ دورا منظومة النقل لتحقيق أحد أهداف رؤية المملكة ، وهو جعل موقع المملكة الاستراتيجي 2030 يربطها بالقارات الثلاث، ً مميز عالميا ً لوجستيا ً مركزا وتهدف الهيئة في هذا الجانب بالتعاون مع الجهات ذات العلاقة بالخدمات اللوجستية إلى رفع التصنيف العالمي للمملكة في مؤشر أداء الخدمات اللوجستية . وسنعمل -بإذن 52 إلى المرتبة 25 من المرتبة الله- على تحويل موانئنا إلى منصات عالمية لتصدير الصناعات الوطنية إلى كافة قارات العالم، ونجاحنا في تلبية متطلبات هذه المرحلة المهمة يرتبط بمدى

With the continued development of the ports’ structures, expansion and increasing capacity, improving quality and facilitating procedures, the focus will be on maximizing the revenues of investment in Saudi ports in the next phase, introducing new logistics services managed in a commercial way consistent with market economies including the creation of a sustainable, with a high performance and cost-effective supply chain for all government and private sector partners, which will benefit the national industry, in particular, and the national economy, in general. Your involvement in ports is an inspiring and rich experience. In your opinion what are the effects of MAWANI on society and the Kingdom? The lives of people in Saudi Arabia have been linked to sea ports since ancient times. Previously, they used
of the Kingdom’s programs and its development plans. Therefore, the Council of Ministers’ decision to amend the name of General Organization of Ports to General Authority of Ports comes in its exact time in accordance with the Saudi Vision2030 to offer the Authority enough flexibility for the development of the management’s environment of Saudi ports, and create new investment opportunities. The decision also allowed ports to launch initiatives, make necessary legislative reforms, develop infrastructure; both basic structures and technology systems, and increase transparency in performance. Since the decision was issued, the General Authority of Ports (MAWANI) has launched several initiatives that have contributed significantly to providing flexibility and smoothness in all phases of the operation and management of Saudi ports, for example: Implementing the Port Community System Applying KPIs Implementing the initiative to clear containers within (24) hours A reduction in the time that containers are tied up in port customs from 14 to less than 5 days). Launching the National Products Export Facilitation Initiative. Launching the initiative to cut charges on import empty containers in Jubail Port. As for my scientific and practical career, I obtained my Bachelor’s degree in Electrical Engineering from King Fahd University of Petroleum and Minerals in 1992. I started my profession more than 25 years ago, working in a number of specialized corporations, such as the Advanced Electronics Company and Schlumberger International Inc. I have held several leading posts in the private sector, most recently the Chief Operating Officer of Saudi British Bank - SABB, HSBC Group and some other pioneering Saudi banks. Then, I moved to the government sector when I was honored to serve as Deputy Minister of Transport and President of the Saudi Ports Authority (MAWANI). is one of the pillars in achieving Saudi Vision 2030. There is no doubt that the ports play a major role in this process; how do you paraphrase this? How do you manage personal development, training and Saudization within the business unit? > On the training front we are involved in the development of the International Maritime Industries being set up in the King Salman Maritime Complex at Ras Al Khair, north of Jubail, Saudi Arabia. The National Maritime Academy that is being built has our participation. We have also signed agreement with the Maritime Academy of King Abdulaziz University Jeddah to train and employ young Saudi graduates. We have employed highly qualified Saudi nationals who have been given important roles and responsibilities within the business unit. For our crew, we provide on board training tools like publications, computer based training etc. As with any other organization the real asset lies in its human resources. It is the leadership’s focus area to nurture and motivate the human capital and enable them with latest training. continuously improve and strengthen our processes and raise the bar of safety and quality standards to a higher level. We also aim to be an employer of choice for aspiring local and international talent as well as deliver reliable service consistently to all our stakeholders. In doing this, we will not only be driving our corporate objectives, but also align ourselves with the greater Saudi Vision 2030. We consider it our good fortune to be part of this remarkable growth story that is unfolding in the Kingdom. What are the biggest challenges you are currently facing? > The operation of a shipping company is complex. It is often challenging to bring the logistical process both financially and operationally under control. Apart from the internal challenges, we also face external headwinds arising from environmental issues, energy, technology and What is your future strategic plan for Ship Management? > I am very optimistic about the future. It is our endeavor to
geopolitical developments. The regulatory and legislative demands facing the industry are wide-ranging and far-reaching; for example: the latest ballast water treatment systems and the upcoming low Sulphur bunker requirements applied in January 2020. There is a growing need to plan a future that is both environmentally and economically sustainable. The necessity of maintaining and improving cybersecurity is paramount as this is an omnipresent threat. It is often felt that technology, regulations and training are not in sync and it is always hard to find a balance. But it is our job to find the best way forward and deal with the issues in the most effective manner. Any final words for Mersat Magazine? I am fully committed to ensure that all our vessels are operated safely with a minimum risk to people, environment and marine life, while consistently delivering world class service to our affiliations.
