The huge progress achieved by the transportation sector (maritime, land, railway) is noticeable, starting from completing infrastructure to organizational restructuring and reforms to some government bodies in addition to enhancing related legalization and developing operational procedures. We have started to develop a number of packaging sectors via partnerships with the international and national private sector in which the transportation sector works on providing competitive transport services in addition to developing innovative concepts of packaging and storing, developing customs procedures and integration with international and local transport We also confirm the readiness of the authority to implement an inspection program starting 2019. This program was developed by the IMO to determine to what extent agreements were being adhered to. The partnership between the Public Transport Authority and Bahri has major goals that seek to strengthen the maritime transport industry. What are the features of this in the foreign and local markets? We look at Bahri in terms of the integrated relationship between the government and private sectors. Bahri is one of the giant national companies that operates in the field of maritime transportation. We are proud that this company has a Saudi fleet that operates on transporting energy and other commodities. Therefore, the strategic partnership between the authority and Bahri is important in order to achieve several goals including nationalization of maritime jobs and reinforcing the position of maritime transport industry so that it reflects positively on the national economy. The outcomes of this partnership has led to a recognition of Saudi companies to facilitate huge transportation operations.

We also praise the effective participation of Bahri in supporting the Kingdom’s bid to run for membership of the IMO for 2018-2019. Another outcome of our cooperation is training partnerships. Such cooperation continues to affect both parties positively. The authority is paying much attention to nominating the Kingdom for IMO board membership. How are you preparing? The IMO is an international organization established in 1948 and is one of the UN organizations specialized in the technical and legislative sides of the maritime transport industry. The Kingdom has been a member of the organization since 1969 and its presence has always been successful. For several years it was a member of the board, most recently in 2011. Work has started to prepare the Kingdom’s file to run for 2018-2019 membership by analyzing previous positive and negative experiences. We place great importance on appointing a permanent envoy to follow up important files and to coordinate with representatives of member countries. Other major steps already implemented by the authority include preparing executive lists of international maritime agreements that we have signed up to in addition to developing a plan to highlight the role of the Kingdom in all maritime fields. The Kingdom has developed its global presence through membership in several international organizations and institutions. Why do you think that is? The Kingdom occupies a special position globally, especially through its pioneering role internationally and its effective participation in international, Islamic and regional organizations.

Dr. Rumaih Mohammed Al-Rumaih, President of the Public Transport Authority

Dr. Rumaih Mohammed Al-Rumaih was appointed president of the Public Transport Authority in November 2016. He is also the president of the Saudi Railways Organization according to a royal decree issued Dec. 11, 2015. He has PhD in electrical and computer engineering from the University of Colorado Boulder (USA) and master’s degree in electrical and computer engineering from the same university. He has a BA in electrical and computer engineering from King Saud University in addition to an MBA in Finance from the University of Leicester (UK). He started his career at the King Abdulaziz City for Science and Technology, working in academic and scientific research for six years in addition to acting as an advisor to the Ministry of Defense. He then moved to the private sector to occupy several executive positions. In 2008, he joined the Saudi Arabian Railway Company as deputy operational manager. In 2010, he was appointed as an executive manager until 2015. He was a member of several boards of directors and executive committees including the Public Transport Authority, Saudi Arabian Railway Company, General Authority for Civil Aviation, Saudi Railways Organization, Saudi Arabian General Investment Authority and Saudi Railway Polytechnic.

معالي الدكتور / رميح بن محمد الرميح: رئيس هيئة النقل العام تقلد الدكتور / رميح بن محمد الرميح رئاسة هيئة م 2016 من أول نوفمبر من عام ً النقل العام ابتداء ا هو الرئيس المكلف للمؤسسة ً بالمرتبة الممتازة، أيض العامة للخطوط الحديدية بالمرتبة الممتازة وذلك وفق م. 2015 ديسمبر من عام 11 الأمر الملكي الصادر في يحمل الدكتور الرميح درجة الدكتوراة في الهندسة الكهربائية من جامعة كولورادو، بولدر، الولايات المتحدة الأمريكية، وهو حاصل كذلك على درجة الماجستير في الهندسة الكهربائية من نفس الجامعة، إضافة إلى درجة البكالوريوس في الهندسة الكهربائية من جامعة الملك سعود. كما يحمل معاليه درجة الماجستير في إدارة الاعمال من جامعة ليستر البريطانية. بدأ الدكتور الرميح حياته المهنية بمدينة الملك عبدالعزيز للعلوم والتقنية، حيث عمل في المجال الأكاديمي والبحث العلمي لمدة ست سنوات إلى جانب توليه العمل كمستشار غير متفرغ في وزارة الدفاع. لينتقل بعد ذلك للقطاع الخاص ليشغل عدة مناصب تنفيذية. انضم الدكتور الرميح للشركة السعودية 2008 في عام للخطوط الحديدية “سار” كنائب للرئيس التنفيذي ا للشركة ً ا تنفيذي ً ين رئيس ُ ع 2010 للتشغيل، وفي عام واستمر في هذا المنصب حتى مطلع الربع الأخير من .2015 عام شغل الدكتور الرميح عضوية عدد من مجالس الإدارات واللجان التنفيذية كان من بينها: مجلس إدارة هيئة النقل العام، ومجلس إدارة الشركة السعودية للخطوط الحديدية “سار”، ومجلس المؤسسة العامة للخطوط الحديدية، ومجلس إدارة الهيئة العامة للطيران المدني، إضافة إلى مجلس إدارة الهيئة العامة للاستثمار، إلى جانب رئاسته لمجلس إدارة المعهد السعودي للخطوط الحديدة “سرب”.
بالموافقة على دعم كل ما من شأنه تعزيز الأمن والسلامة البحريين، وكذلك التعليم الأكاديمي البحري من خلال الجامعة البحرية العالمية والمعهد الدولي للقانون البحري والأنشطة التابعة للمنظمة البحرية من حكومة المملكة ً الدولية بمبلغ مليون دولار، إيمانا وقيادتها الرشيدة بمسؤولياتها تجاه خلق بيئة آمنة للنقل البحري، ولتشجيع العمل الإقليمي والدولي لمصالحها، ً لمكافحة القرصنة بدول المنطقة تحقيقا ومصالح دول الجوار، إلى جانب دعم الدول الشقيقة والصديقة في مواجهة الصعوبات المرتبطة بمحاربة القرصنة، مؤكدة بذلك التزمها بتحقيق أهداف وطموحات المنظمة البحرية الدولية من أجل سلامة إلى جنب ً النقل البحري وأمنة وفعاليته والعمل جنبا مع جميع أعضاء المنظمة البحرية الدولية. ً تشكل صناعة النقل البحري رافدا ا ومساحة كبيرة للتوطين، ما ً اقتصادي حجم مساهمتها في عائدات الاقتصاد وتوظيف السعوديين؟ ا، ً صناعة النقل البحري في المملكة عالية القيمة جد ا على النطاق الإقليمي والدولي، ً ومؤثرة اقتصادي فالمملكة من أكبر الدول المصدرة للنفط، ولها سواحل شاسعة على البحر الأحمر والخليج العربي، ويكفي التذكير % من تجارة العالم تمر عبر البحر الأحمر، كما أن 13 أن % من طاقة العالم تبحر انطلاقا من سواحلنا على ٣٠ ا على تشجيع الاستثمار ً الخليج العربي. والهيئة حريصة جد المحلي والدولي في كافة أنشطة النقل البحري. كما ا بتحديث جميع اللوائح والأنظمة بما ً تقوم الهيئة حالي يحقق انسيابية العمل وجذب المستثمر، الأمر الذي سينعكس على تحقيق تطلعات المملكة بتحويل قطاع ا ً النقل البحري إلى قطاع رافد للاقتصاد الوطني نظر لمردوده الاقتصادي الهائل وقدرته على تحقيق مفهوم التوطين الشامل من خلال شراكة القطاع الخاص، وبما .2030 يحقق رؤية المملكة
بإعداد اللوائح التنفيذية للاتفاقيات البحرية الدولية التي تم الانضمام لها خاصة المتعلقة بالسلامة على وضع ً والبيئة البحرية والتدريب البحري ، علاوة خطة لإبراز دور المملكة في كافة المجالات البحرية، وإيضاحها من خلال المشاركات الفعالة باجتماعاتها والعمل على التواصل الفعال والإيجابي مع بقية الدول الأعضاء والتكتلات البحرية. تؤكد المملكة على حضورها العالمي عبر العديد من العضويات في منظمات ومؤسسات دولية، كيف تقرأون أهمية هذا؟ متميزة بين ً تحتل المملكة العربية السعودية مكانة دول العالم، لاسيما بدورها البارز والريادي في المحافل الدولية، ومشاركتها الفعالة وانضمامها للمنظمات الإقليمية والإسلامية والدولية، ومنها المنظمات المنظمة البحرية الدولية التي تهتم مباشرة بقطاع على العديد من المنظمات الدولية ً النقل البحري، علاوة الأخرى كمنظمة التجارة العالمية فيما يخص تسهيل ا وتسهيل الاستثمارات في عدة ً نقل البضائع بحر مجالات ومنها القطاع البحري ومنظمة العمل الدولية المختصة باتفاقية العمل البحري الموحد وغيرها من المنظمات المتخصصة بالموانئ والاتصالات البحرية والمسح الهيدروجرافي، ويمثل المملكة وفود من عدة جهات حكومية ذات العلاقة للمشاركة في صياغة القرارات الصادرة عن هذه المنظمات وبما يتوافق مع مصالح المملكة في مجال النقل البحري. تقدم المملكة تبرعها لمختلف الصناديق ذات الصلة المعنية بتقنيات محاربة القرصنة البحرية، والقوانين البحرية، والتعليم البحري لها، بم تحدثونا عن ً ص دعما ّ المتخص ذلك؟ من منطلق الدعم غير المحدود من قبل حكومة خادم الحرمين الشريفين وولي عهده الأمين، فقد صدر توجيه خادم الحرمين الشريفين -يحفظه الله-
